One lever locks and unlocks the wheel's swivel. The other locks both the wheel's rotation and movement.
The lever toggle for the lock is large and easy to use.
By toggling the swivel lock on, can be used as a fixed wheel.
Both the wheel and the pivot have built-in ball bearings, making rotation and swiveling very smooth.
